=== ICD-11 === The eleventh revision of the International Classification of Diseases, commonly referred to as ICD-11, conceptualizes diagnosis somewhat differently. ICD-11 first distinguishes between problems with psychoactive substance use ("Disorders due to substance use") and behavioral addictions ("Disorders due to addictive behaviours"). With regard to psychoactive substances, ICD-11 explains that the included substances initially produce "pleasant or appealing psychoactive effects that are rewarding and reinforcing with repeated use, [but] with continued use, many of the included substances have the capacity to produce dependence. They have the potential to cause numerous forms of harm, both to mental and physical health." === Impact upon beta cells === Because it selectively kills the insulin-producing beta-cells found in the pancreas, alloxan is used to induce diabetes in laboratory animals. This occurs most likely because of selective uptake of the compound due to its structural similarity to glucose as well as the beta-cell's highly efficient uptake mechanism (GLUT2). In addition, alloxan has a high affinity to SH-containing cellular compounds and, as a result, reduces glutathione content. Furthermore, alloxan inhibits glucokinase, a SH-containing protein essential for insulin secretion induced by glucose. Most studies have shown that alloxan is not toxic to the human beta-cell, even in very high doses, probably because of differing glucose uptake mechanisms in humans and rodents. Alloxan is, however, toxic to the liver and the kidneys in high doses, as these are tissues where the GLUT2 transporter is expressed in humans.

Molecular structure databases are orders of magnitude larger than reference spectra libraries (PubChem containing ~111 million compounds in 2021 compared to NIST Tandem Mass Spectral Library containing ~50.000 compounds in 2023). This kind of structure identification refers to the identity and connectivity (with bond multiplicities) of the atoms, but not stereochemistry information. Elucidation of stereochemistry is currently beyond the power of automated search engines. SIRIUS 3 also introduced the graphical user interface (GUI). In 2020, in cooperation with the group of Pieter C Dorrestein at UC San Diego, USA, molecular formula identification was improved based on derivative networks from complete biological datasets to rank molecular formula candidates. This method is called ZODIAC and has been integrated into SIRIUS 4. Also in 2020, in cooperation with Rousu's and Dorrestein's groups, CANOPUS for systematic compound class annotation was introduced to SIRIUS 4.
==== India ==== India has the world's second-largest number of think tanks. Most are based in New Delhi, and a few are government-sponsored. There are few think tanks that promote environmentally responsible and climate resilient ideas like Centre for Science and Environment, Centre for Policy Research and World Resources Institute. There are other prominent think tanks like Observer Research Foundation, Tillotoma Foundation, and Centre for Civil Society. In Mumbai, Strategic Foresight Group is a global think tank that works on issues such as water diplomacy, peace and conflict and foresight (futures studies). Think tanks with a development focus include those like the National Centre for Cold-chain Development ('NCCD'), which serve to bring an inclusive policy change by supporting the Planning Commission and related government bodies with industry-specific inputs – in this case, set up at the behest of the government to direct cold chain development. Some think tanks have a fixed set of focus areas and they work towards finding out policy solutions to social problems in the respective areas. Initiatives such as National e-Governance Plan (to automate administrative processes) and National Knowledge Network (NKN) (for data and resource sharing amongst education and research institutions), if implemented properly, should help improve the quality of work done by think tanks. The Colombian government initially blamed drug lord Pablo Escobar for the murder, but journalist Steven Dudley argues that many in the UP pointed at then-Interior Minister Carlos Lemos Simmonds for publicly calling out the UP as the "political wing of FARC" shortly before the murder, while others claimed it was the result of an alliance between Fidel Castaño, members of the Colombian military, and the DAS. Pecáut and Dudley argue that significant tensions had emerged between Jaramillo, FARC, and the Communist Party due to the candidate's recent criticism of the armed struggle and their debates over the rebels' use of kidnapping, almost leading to a formal break. Jaramillo's death led to a large exodus of UP militants; in addition, by then many FARC cadres who had joined the party had already returned to clandestinity, using the UP experience as an argument in favor of revolutionary war. The M-19 and several smaller guerrilla groups were successfully incorporated into a peace process as the 1980s ended and the 1990s began, which culminated in the elections for a Constituent Assembly of Colombia that would write a new constitution, which took effect in 1991. Contacts with the FARC, which had irregularly continued despite the end of the ceasefire and the official 1987 break from negotiations, were temporarily cut off in 1990 under the presidency of César Gaviria Trujillo (1990–1994).
== Structure == Lipoprotein(a) [Lp(a)] consists of an LDL-like particle and the specific apolipoprotein(a), which is bound covalently to the apoB contained in the outer shell of the particle. Lp(a) plasma concentrations are highly heritable and mainly controlled by the LPA gene located on chromosome 6q25.3–q26. Apo(a) proteins vary in size due to a size polymorphism [KIV-2 VNTR], which is caused by a variable number of kringle IV repeats in the LPA gene. This size variation at the gene level is expressed on the protein level as well, resulting in apo(a) proteins with 10 to more than 50 kringle IV repeats (each of the variable kringle IV consists of 114 amino acids). These variable apo(a) sizes are known as "apo(a) isoforms". There is a general inverse correlation between the size of the apo(a) isoform and the Lp(a) plasma concentration. One theory explaining this correlation involves different rates of protein synthesis. Specifically, the larger the isoform, the more apo(a) precursor protein accumulates intracellularly in the endoplasmic reticulum. Lp(a) is not fully synthesised until the precursor protein is released from the cell, so the slower production rate for the larger isoforms limits the plasma concentration.

=== Senate Foreign Relations Committee === Biden was a longtime member of the Senate Foreign Relations Committee. He became its ranking minority member in 1997, and chaired it from June 2001 to 2003 and 2007 to 2009. His positions were generally liberal internationalist. He collaborated effectively with Republicans and sometimes went against elements of his own party. During this time he met with at least 150 leaders from 60 countries and international organizations, becoming a well-known Democratic voice on foreign policy. Biden voted against authorization for the Gulf War in 1991. He became interested in the Yugoslav Wars after hearing about Serbian abuses during the Croatian War of Independence in 1991. Once the Bosnian War broke out, Biden was among the first to call for the "lift and strike" policy. George H. W. Bush and Bill Clinton were both reluctant to implement the policy, fearing Balkan entanglement. In April 1993, Biden had a tense three-hour meeting with Serbian leader Slobodan Milošević. Biden worked on several versions of legislative language urging the U.S. toward greater involvement. He has called his role in affecting Balkan policy in the mid-1990s his "proudest moment in public life" related to foreign policy. In 1999, during the Kosovo War, Biden supported the NATO bombing of Yugoslavia. He and Senator John McCain co-sponsored the McCain-Biden Kosovo Resolution, which called on Clinton to use all necessary force, including ground troops, to confront Milošević over Yugoslav actions toward Kosovo Albanians.
